  • In January 2026, the Minnesota Pollution Control Agency (MPCA) entered into a stipulation agreement with Central Bi-Products in Long Prairie, resulting in a $3 million-dollar civil penalty, of which $1.2 million will be transferred to the Morrison-Todd-Wadena Community Health Board.
  • In 2023, the Minnesota Legislature amended Minnesota Statute 16A.151, requiring that when the MPCA recovers $250,000 or more in a civil penalty from a permitted facility, 40% of the funds be distributed to the local Community Health Board.
  • Once the Morrison-Todd-Wadena Community Health Board receives the funds from the MPCA, the funds will be transferred to Todd County.
  • Todd County Health & Human Services (TCHHS) will develop a plan to gather feedback from the community where the violation occurred. The community will have opportunities over the next few months to provide information and ideas on ways to utilize the funds.
  • With community feedback, TCHHS will identify community projects that will ensure the funds benefit the environment or public health as required by the state statute.
